Could the Renters (Reform) Bill 2023 fail both Tenants and Landlords?

Although there are some good points in the Renters (Reform) Bill 2023, major concerns remain.

The loss of S21 is not a catastrophe in itself. However, without the surety of a faster and cheaper S8 route, many landlords will exit the market, leading to fewer available rental homes and rising rents.

The government must invest in the County Courts to ensure there is the capacity to cope with the much greater demand the proposed changes will bring. For the system to work efficiently they should remove the need for parties to appear in person and allow online hearings in the majority of cases. Also, there must be penalties for those that abuse the system with needless delays that increase costs.

Landlords can accept the majority of the bill as long as the government listens to valid concerns. As things stand, landlords who need to protect their current position will be more likely to issue S21 rather than work with tenants to find a long-term solution to the sector’s problems. This will not help tenants or government, who will have to house the coming tide of homeless families in expensive, short-term accommodation.
